The major concern of the existing HMIS has been its usage across diverse cultures. Problems have been encountered in the collection, establishing suitable indicator, and the lack of a software that is workable across all the users. Various cultures have encountered difficulties in interpreting the information obtained. Thus, HMIS has not been able tom provide timely information that may be used in decision making. It is for this reason that system interoperability has been raised concerns. Basically, most of the medical facilities have been independently administered. This has made it difficult to logically or physically provide the required support for interoperability.

Web services are applications that are self-contained and can be located, dynamically invoked, and published across the Web.  This is because Web service technologies are established on the basis of common infrastructure and open standards. The common infrastructure is entails three areas that are specified by an existing open standard. These areas include, service description, service discovery and communication (Tan & Payton, 2010). The Web services are largely dependent on two major technologies which include the Simple Objects Access Protocol (SOAP) and the eXtensible Markup language (XML).  There are also two major assistant technologies which include Universal Description, Discovery, and the Integration (UDDI) and the Wed service Description language (WSDL).The technologies (WSD) are instrumental in the determination and description of the network services in terms of collective communication end points that are capable of exchanging various data. The technology has also been useful in location description, identification of supported operations, and the message format that can be exchanged across networks.

The identification of the data being used by the use of WSDL may be used in the merging the services of HMIS and that of the Web.  Given that these technologies can work across different provider makes it even easier to merge the HMIS and the web.  For instance, the  use of SOAP which is independent and  uses the support of XML means that data can be transferred in an easily understandable format from the Web services across to the HMIS service (Tan & Payton, 2010)..

The future foresees the unification of various services. This requires that the manual are supplies across users to enable them understand and interpret the received data. Further, the unification of services calls for the provision of directories which may be use by the public for registration. The UDDI may provide of better mechanism for the service providers to advertise the services offered and for the consumers to judge and give feedback about the availed services thus giving room for interoperability (Tan & Payton, 2010).

The major challenges of the Web service solution is the interchange of information across all network.  Further, the data transmitted may not be interpreted across all the cultures who intend to use the service (Tan & Payton, 2010).. To solve this problem, the data transmitted should be provided in various formats so as to allow people across various cultures to easily interpret the information communicated (Tan & Payton, 2010).
