Overview of the Trends
This paper discusses the two trends which include the declining confidence in governance and the virtual workplace. It also determines the major arguments about the trend and the contribution of these trends towards the human resource management and advancement of the knowledge on the trend. The paper is divided into two parts, the declining confidence in governance and the virtual actual place.
The Declining Confidence in Government
The declining trend has been explained by the debate of two generations of scholars. The declining confidence level of the federal government signals the loss of confidence that people have on the government (Steven et al, 2008). The declining confidence in the government is due to the dissatisfaction of the public on the aggressive role of government to support the local and state responsibility for the public policy. This is against what the public believes in.
When the current government promises a lot to the public but fails to perform, they lose interest in the matters of the public (Steven et al, 2008). The level at which the government becomes unpopular with the people differ with various countries. It is also fallacious to say that the trend in confidence with government declines every time, however, there are instances where it increases.
Virtual Work Place
The virtual work place is a concept that is developed on the technological development that ensures that there is efficient communication amongst many people. The e-Government is a concept of governance that is developed through this model. A wide spectrum of people can be reached from wherever they are.
There have emerged trends which have helped in the realization of an efficient form of governance. The internet is one of the trends that have enhanced this through providing a platform on which communication is done. This is done via emails and other social cites. There are various groups that are formed where people can be engaged locally at providing their ideas. The next trend is the concept of involving people indirectly in the governance of the country. The traditional method of governance is formal and authoritative. This concept brings people at grass root and engages them locally through the internet. The final trend is the concept of collaboration of the government and the citizens.
Declining Confidence in Government
The declining confidence in government is an issue that many forms of the governances experience (Steven etal, 2008). The level of trust in public has gone down due to many factors such as lack of the government meeting what is expected of them to the public, lack of commitment from the government official and generation change. Different countries sow different level of trust in their government; however, the declining trend is not consistent from different countries. Some countries face the challenge of having insufficient data where they would come up with good conclusion about the trends in citizen trust in government (Steven et al, 2008). There are various assumptions which are made concerning the decline in confidence in the government. They include the single opinion poll on the ever deteriorating public sector and lack of historical perspective.
Lack of trust in government from the public have been prompted by various factors which include the lack of the public sector failure to implement the e-government, failure to sufficiently deliver on the duties and responsibilities, failure of the partnership with member of public and failure of the inclusion of the public in major appointments (Steven et al, 2008). All these circles to the failure of the government to perform and to deliver on the promise they had promised their citizens.
A study done in USA concerning the declining confidence in governance revealed that the results in the trend of the public trust on the public sector are mixed. Sometime the trend is declining or increasing. The trend is also relative with different countries. In some instances, the trend is not declining but increasing or constant (Steven etal, 2008).
This trend of decline in confidence level by the citizens on the federal government can be analyzed using the debate of two generations of scholars. The major issue that the first generation debate presented was that the declining confidence signaled the loss of legitimacy in the political institutions. It showed that the public was dissatisfied with the political institutions that are in place. The political leaders who have been in place are the sources of all this problems that make people lose confidence in the government (Steven et al, 2008). A change of these political incumbents and their policies with popular leaders will see the political confidence being restored in the country.
The public was dissatisfied by the federal government for their role in supporting the local or state responsibility for public policy. The problem of dissatisfaction has been resolved through the establishment of democratic institutions where people are incorporated and directly involved in the decisions of the country and policy (Steven et al, 2008). This is called devolution of the institutions.
The devolution thesis identity’s that there is a relationship between policy preferences of individuals and level of confidence in the federal government. Individuals gauge the performance of the government through various policies in which the government prioritize. The policies include the heath care, education and national securities. If the government does not effectively address these problems, confidence level of the people toward governance will decline. The policy preferences of individuals can influence the behavior of politicians. The politicians are the representatives of a larger group of people (Steven et al, 2008). They might be compromised on certain policies where their supporters might have some preferences over certain aspects. This will make the politicians influence policies errantly. Further, this makes policies of the government change with time. As such, the government is unpopular and hence the decline in confidence.
A declining confidence in the government has been identified as a significant. The U.S. government for some many years has been losing popularity to the members of public. The politicians are selfish, and they pursue their own interests over the interest of the people. This makes the member of public lose interest in the affairs of the government day to day. The declining trend makes the government be alert of the issues concerning their governance (Steven et al, 2008). The government becomes keener to monitor the selfish politicians who do not deliver policies to the public.
The trend of declining confidence in government makes the government establish the policy preferences to individuals. The government understands what individuals want them to be able to prioritize policies effectively. This would make the government popular, and they would be assured longer time in governance.
The development of declining confidence provides a ground over which the federal government solves this issue through the devolution thesis. In this thesis, the people in a country are thoroughly engaged through the democratic process in decision matters of the country. The individual will become part and puzzle in the running of the government. The feeling of engagement and participation increases the level of confidence to individuals. This makes the current government accrue the benefit of being voted for another term due to the inclusion of everybody on governance (Steven et al, 2008).
Virtual Work Place
There have been significant strides that have been made in the technology sector. The development of the internet has made the governance much easier for any government of a country (Government Information Quarterly, 2007). Further, the people in the country and all over the world are able to communicate and exchange ideas. There are emerging trends on how the government interacts with its citizens virtually. The provision of public services is being increased through embracing technology.
The communities have evolved over time, and some of them have become digital. This gives the government an efficiency advantage when it comes to the provision of public services. The citizens are able to answer each other quickly which reduces the workload of the government. This also strengthens the legitimacy of the government. The activities of the government are able to carry out with efficiency and diligence (Government Information Quarterly, 2007).
There has been a focus on the emerging trends within the government-citizen relationships. In this relationship, the internet is termed as the main structure that connects the government and the citizens. The other trend is the new concept of the informal participation of the citizens at the grassroots rather than the traditional participation of citizens in formal organizations such as democratic voting. The final trend is the concept of collaboration between the government and the citizens, unlike the formalistic and authoritative relationship (Government Information Quarterly, 2007). The collaboration makes the citizens free from the government because they are actively involved in the daily activities.
The practice of the virtual work place is evident in the Washington D.C’s Metropolitan Police Department. The department has a program where it brings the community together via the internet. They have a website through Yahoo where they engage the community by means of discussion groups on debating matters affecting them. Though, the police department is able to engage the community virtually and informally. The collaboration between the police and the community is also enhanced (Government Information Quarterly, 2007). It ensures that the people of Washington work hard with the police department. This solidifies the relationship that co-exists between the government and its citizens.
Significance of Virtual Work Place
The virtual work place provides a wide spectrum over which governance is enhanced. Many people are able to be accessed through the use of internet within an exceedingly short period of time. This will ensure that policies of the government has administered properly and efficiently (Government Information Quarterly, 2007).
The development of the virtual work place concept brings the governance at the local level. It removes the formal and authoritative relationship between the systems of governance. The government establishes grassroots contact and collaborative relationship with the people. This practice makes the people become fully incorporated in the developed structures of the governance (Government Information Quarterly, 2007).
The e-Government is built on the tenets of the virtual work place. This technology is the backbone for the efficient running of the government. The internet reduces the cost of running the government and increases efficiency in the process (Government Information Quarterly, 2007). This form of governance is relatively cheaper than the traditional version thus it reaches many people. The citizens are also given an opportunity to participate informally in the governance.
The Assessment of the Contribution
The article on the declining confidence in the government shows how the trend that the federal government has experienced over the years. There are various reasons that are associated with the decline in confidence of the government. They include the dissatisfaction of the citizens with the government priorities, the self-interest of the politicians and the incumbent politicians and their policies. The article provides a mechanism in which this challenge of declining confidence can be addressed.
The article on the virtual work place shows that the internet provides a mechanism through which information is conveyed from one place to another. The e-Government is being to be administered through the use of the internet in administering the government (Government Information Quarterly, 2007). The next trend is the use of informal participation of the citizens at the grass roots and finally the collaboration of the local people with the government.
The article provides a good platform in the advancement of the knowledge about the trend. It have been discovered that the event do not just happen randomly. The issue of time is a factor in order to establish a stable trend. The trend in declining confidence in government is not a guarantee that it declines. In some instances it increases or remains stable.
