Overview of the Trends

This paper discusses the two trends which include the declining confidence in governance and the virtual workplace. It also determines the major arguments about the trend and the contribution of these trends towards the human resource management and advancement of the knowledge on the trend. The paper is divided into two parts, the declining confidence in governance and the virtual actual place.

The Declining Confidence in Government

The declining trend has been explained by the debate of two generations of scholars. The declining confidence level of the federal government signals the loss of confidence that people have on the government (Steven et al, 2008). The declining confidence in the government is due to the dissatisfaction of the public on the aggressive role of government to support the local and state responsibility for the public policy. This is against what the public believes in.

When the current government promises a lot to the public but fails to perform, they lose interest in the matters of the public (Steven et al, 2008). The level at which the government becomes unpopular with the people differ with various countries. It is also fallacious to say that the trend in confidence with government declines every time, however, there are instances where it increases.

There are various groups that are formed where people can be engaged locally at providing their ideas. The next trend is the concept of involving people indirectly in the governance of the country. The traditional method of governance is formal and authoritative. This concept brings people at grass root and engages them locally through the internet. The final trend is the concept of collaboration of the government and the citizens.

Declining Confidence in Government

The declining confidence in government is an issue that many forms of the governances experience (Steven etal, 2008).  The level of trust in public has gone down due to many factors such as lack of the government meeting what is expected of them to the public, lack of commitment from the government official and generation change. Different countries sow different level of trust in their government; however, the declining trend is not consistent from different countries. Some countries face the challenge of having insufficient data where they would come up with good conclusion about the trends in citizen trust in government (Steven et al, 2008). There are various assumptions which are made concerning the decline in confidence in the government. Further, the people in the country and all over the world are able to communicate and exchange ideas. There are emerging trends on how the government interacts with its citizens virtually. The provision of public services is being increased through embracing technology.

The communities have evolved over time, and some of them have become digital. This gives the government an efficiency advantage when it comes to the provision of public services. The citizens are able to answer each other quickly which reduces the workload of the government. This also strengthens the legitimacy of the government. The activities of the government are able to carry out with efficiency and diligence (Government Information Quarterly, 2007).

There has been a focus on the emerging trends within the government-citizen relationships. In this relationship, the internet is termed as the main structure that connects the government and the citizens. The other trend is the new concept of the informal participation of the citizens at the grassroots rather than the traditional participation of citizens in formal organizations such as democratic voting. The final trend is the concept of collaboration between the government and the citizens, unlike the formalistic and authoritative relationship (Government Information Quarterly, 2007). The collaboration makes the citizens free from the government because they are actively involved in the daily activities.

The practice of the virtual work place is evident in the Washington D.C’s Metropolitan Police Department. The department has a program where it brings the community together via the internet. They have a website through Yahoo where they engage the community by means of discussion groups on debating matters affecting them. Though, the police department is able to engage the community virtually and informally. The collaboration between the police and the community is also enhanced (Government Information Quarterly, 2007). It ensures that the people of Washington work hard with the police department. This solidifies the relationship that co-exists between the government and its citizens.

Significance of Virtual Work Place

The virtual work place provides a wide spectrum over which governance is enhanced. Many people are able to be accessed through the use of internet within an exceedingly short period of time. This will ensure that policies of the government has administered properly and efficiently (Government Information Quarterly, 2007).

The development of the virtual work place concept brings the governance at the local level. It removes the formal and authoritative relationship between the systems of governance. The government establishes grassroots contact and collaborative relationship with the people. This practice makes the people become fully incorporated in the developed structures of the governance (Government Information Quarterly, 2007).

The e-Government is built on the tenets of the virtual work place. This technology is the backbone for the efficient running of the government. The internet reduces the cost of running the government and increases efficiency in the process (Government Information Quarterly, 2007).  This form of governance is relatively cheaper than the traditional version thus it reaches many people. The citizens are also given an opportunity to participate informally in the governance.
