Introduction

Immigration can be defined as when an individual wants or decides to move from one country to live in another country. In most cases this is due to various purposes. It can also be defined as the process in which an individual or a group of people decide to travel to another country with the sole purpose of settling there permanently. This people are generally termed as immigrants of the country till their citizenship is proved. The reasons are quite different depending on specific categories of people. For example; when there is a natural or more often human induced calamity such as civil war people tend to migrate for security purposes. Marital status is also another reason whereby an individual wants to become a citizen of the other spouse’s country. But the most common reason for immigration is to secure a job, and most often involves mass scale immigration. Each country has its own immigration laws which vary from one country to another. These laws are in most cases based on the foreign affairs or polices of the country. In many cases a country may want the people immigrating in their country to sit for an exam. This exam can be written or oral and it’s aimed at testing their skills in the national language and their skills (Walter, 56).

Immigration policy

Immigration policy refers to any state policy that deals generally with the transfer or movement of persons across its borders and particularly those who desire to work and to be in the country. The range of the migration policies is from not advocating immigration to allowing free immigration most immigration policies have racial or religious backgrounds and a good example is whereby a country decides only to allow a given of people due to their citizenship such as common wealth citizen. The policy on ethnic relations in a country may be divided into either assimilationist or multiculturalists (Bryan, 32). Immigration policy also considers the fate of refugee treatment, people who are helpless or people with no state of their own. In such a scenario the people are in the mercy of the country they enter fleeing from abusive treatment in their mother land. The other major concern is the national due to raising cases of terrorism in the whole world. This results to strict searches in the borders and more complicated requirements to access a visa card. The aftermath is discouragement of immigration, temporal visitation and movement or birth within countries. Currently there is pressure on the countries to ease immigration policies or requirements to allow in tourists and investors (Susan, 67).

Immigration revisited

In the year 2006, November during congressional elections, it seemed that the people of America were much concerned about the illegal immigration issues in their country than the politicians. During this period the house representatives drew a border security approach. This approach failed to address what they referred as failure in interior and employer enforcement and termed it as just mere window dressing. In 2007, the congress had another chance of addressing illegal immigration, but the opportunity was misused since no policy emerged that underscored the need of employers verification and internal law enforcement. There is a dire need to increase enforcement, both on the border and even beyond. Sincerely, lack of immigration enforcement laws contributes to the increased illegal immigration activities in the past decade (Ruben and Walter, 53).

Last year the congress missed the mark by emphasizing more on our borders. Yes I agree the problem might be coming from the border but the answer is far from the same. The reason being that, the moment the foreigners enter our borders, what remains for us to do is little or no energy spent to get hold of the foreign nationals and subject them to justice. At this point I feel moved to come in and urge the congress to laws for interior enforcement to deal decisively with the issues of interior immigration. By this I mean there is need for performing reforms in the entire immigration policy. On one side I may agree that enforcement can work but it is not the only way to completely curb the menace of illegal immigration (Aristode, 34).

It seems there is a reason why thousands of immigrants from the entire world are willing to even risk every thing that they have all in the name of coming to United States. The jobs that we offer form an attractive destination for immigrants. For the second time I will repeat that the only way to address the problem of illegal immigration is by doing away with all incentives regarding job placements. Combination of this naked attitude to employ illegal immigrants with our illegal immigration law enforcement policy, a policy that is not properly enforced it makes us to see over 12,500m illegal immigrants who are currently roaming in our country taking the jobs of which the Americans will not do (Douglas, 64).

 Given the support of large businesses there is mass flooding of low-cost laborers. But when all these are happening the federal government is watching helplessly and at the same time allowing them to go free. The repercussions of this are that there is large influx of illegal labor coming in the states. As a result a competition arises with unskilled workers and accruing the financial load to the middle or high class workers. This brings about uncovered health, education and socio-cultural bills for the illegal workers. To curb this only a logical and clear employment verification system is needed.

Of late after years of negotiating concerning the importance of addressing the failure of our enforcement policies at last we can see some light by the consensus of the Democrats and Republicans in both the house and senate. Regardless of whether we will get or not get the famous complete bill on immigration   through the congress and through the sitting president, then there is no excuse on the failure to address the issue of enforcement and job placements by employers. Generally that is where our journey of fighting illegal immigration will begin. The big question is what to do with the over 12,500 million immigrants living in the United States at the moment. One way to address this fully is by forming a unique policy to accommodate guest workers, temporal workers or decide to give them citizenship (Philippe, 45).

President Obama and his senate team leaders has to give the public a promise to safe guide the entry points before settling on a temporal work policy that when given opportunity can bring about permanent citizenship for thousands of million immigrants. They have enacted a mechanism to trigger certification of border security requirements and employers verification before the commencing of the work policy. But now the core job will be dedicated to the department dealing with home security. This department has lost direction concerning over 800,000 illegal foreigners, also it has failed to address the burning issue of ID program and has converted the United States visiting program to stay indefinitely project (Jeffrey, 51-52).

Recommendations:

All is not over we have a small opportunity available to take a few steps needed to address the illegal immigrants predicaments. The solution should be combined effort totally eliminate illegal job opportunities in the United States of America, securing the border and strengthening internal enfacement laws. We should learn from our past mistakes without repeating them. The repercussions of these simple mistakes will see our grandchildren struggle with the same issues. Lastly let us not forget that the world is watching to see what amendments we are going to make. Remember we can allow policies that can grant millions and millions of illegal immigrant legal status and permanent citizenship. On the other hand we can embrace our stand as a nation concerning law, order and fairness.

Conclusion:

Much has been said concerning the United States immigration policies and its status. What it can do and what it is not in a position to do. But contrary to this congress has an opportunity to take the right direction and option to curb these sediments. Any other policy may work but not one that is politically engineered. One of the methods involves granting legal status and citizenship to the so called illegal foreigners. In 1986, amnesty was allowed with the sole purpose of safe guiding our borders and complete law enforcement. Twenty five years down the line, there is no glimpse of the promise that has long been discarded and as a result the problem has increased. The internal enforcement policies of 1986 were never followed to the letter. The point here is that we have been into these some time. But illegal immigrants have continued following in our country at an alarming rate to an extent such that we cannot track or deport them. On the other hand employers limitations to prevent illegal employment of illegal foreigners has not been tackled. Many policies have been enacted to give amnesty to illegal immigration persons with a promise of border safe guiding and internal law enforcement to be given first priority.
